Update on HB 2868, the Social Work Licensing Bill

On April 11th, HB 2868 by Gonzalez was heard in the Public Health Committee. Public testimony was given by NASW/TX , TCA, TAMFT, and TAADAC in support of the creation of the Texas Behavioral Health Executive Council.
The Texas Psychological Association testified against the bill. Their testimony reflected their opposition to the bill as currently written, as they feel that the inclusion of two representatives from each Board (one public and one from the profession) will not guarantee a spot for a psychologist, as a psychological associate could assume that role. They argued for the creation of the Council, but recommended it be made up exclusively of the other disciplines, and that the psychology board remain independent and distinct, answering to only the Executive Director of the Council.
We expected this response from TPA. The next step will be a vote by the Public Health committee, and we will keep you all posted as to the next actions members can take to support the bill. The good news is that the bill is moving forward, and we are working closely with our partners and the bills’ authors on when the next targeted round of advocacy should occur.
