NASW/TX Gov't Relations Director Will Francis Wins Gilman-Wells Award

NASW/Texas Government Relations Director Will Francis, LMSW received the 2018 Gilman-Wells "Outstanding Chapter Staff Member" Award from the NASW Council of Chapter Executives (COCE). Will manages the advocacy and legislative efforts at the Texas Chapter by lobbying for issues affecting social workers and their clients around the state. He has built strong relationships with legislators and other policymakers through his work with TPACE and aligned coalitions.


In addition, Will educates NASW/Texas members on the legislative process and policy issues through Social Work Advocacy Day, the NASW/Texas electronic newsletter, presentations to NASW/Texas Branches and at the NASW/Texas State Conference.


In the most recent legislative session, he facilitated a major victory in HB 3083 and got language into the Texas Education Code that requires the Texas Higher Education Coordinating Board to apply for any matching federal funds available for mental health loan repayment programs in 2018.This one-to-one match could increase the dollars in the state mental health program by up to $4 million over 4 years.
