Community Engagement Requirements for Individuals with a Mental Health or Substance Use Condition

NASW-TX is sharing a new resource, “An Overview of the One Big Beautiful Bill Act’s Community Engagement Requirements for Individuals with a Mental Health or Substance Use Condition, P.L. 119-21 (H.R.1)”.

Medicaid provides health coverage to 78 million people and plays a critical role in access to mental health and substance use treatment. This new document outlines the Medicaid community engagement requirements included in the One Big Beautiful Bill Act and explains what these changes could mean for individuals with mental health or substance use conditions.

The provisions take effect December 31, 2026, with community engagement requirements starting January 1, 2027, or earlier depending on the state. Federal guidance on implementation is expected no later than June 1, 2026.

Social workers should be aware that these changes carry a high potential for insurance disruption, which could significantly affect the communities we serve. We encourage all practitioners to review this resource to understand and prepare for the impact on clients.
